By letter of the Ministry of Education and Science of the Russian Federation of November 20, 2013 N DL-344/17 "On the validity of the results of the unified state exam", it is explained that, according to the new Law "On Education" (which entered into force on September 1, 2013), the USE results for admission to studies for undergraduate and specialty programs are valid for 4 years following the year they were received.
The previous law provided that the validity of the certificate of the results of the USE expires on December 31 of the year following the year it was received.
In this regard, as of September 1, 2013, certificates issued after January 1, 2012 shall apply. Their validity period after September 1, 2013 is 4 years following the year of receipt.
Consequently, admission to training in undergraduate and specialty programs is allowed if there are certificates of the Unified State Exam issued in 2012 and 2013. and valid until the end of 2016 and 2017. respectively.
What documents are needed for admission to a university
The procedure for admission to study in educational programs of higher education - bachelor's programs, specialist programs, master's programs for the 2015/16 academic year, approved by order of the Ministry of Education and Science of Russia No. 839 dated July 28, 2014 (hereinafter referred to as the Procedure), established an exhaustive list of information specified in the application on admission, a list of documents submitted by applicants, as well as a list of requirements for these documents.
According to the Procedure, the applicant submits to the selection committee:
statement;
original or photocopy of identity document, citizenship;
original (upon admission to target places - required) or a photocopy of a state-recognized education document;
4 photos (if it is planned to enter the areas of training, in which additional entrance tests of a creative and (or) professional orientation, additional entrance tests of a profile orientation or entrance tests conducted by the university independently are carried out);
documents confirming benefits (if any).
The letter of the Ministry of Education and Science of Russia dated June 22, 2015 No. AK-1687/05 "On the acceptance of documents from applicants for undergraduate programs, specialist programs, master's programs" specifically clarified that:
the list established by the Procedure is exhaustive;
all documents can be submitted in copies;
certification of copies of documents is not required;
no additional documents and information can be requested.
The procedure for those who apply based on the results of the exam:
First, you need to carefully study the information on the number of passing points last year and first assess your own chances of admission.
Submit copies of documents to 5 universities for 3 budget specialties in each. The originals of the documents remain on hand or are submitted to a priority university, or to the one where there is a high probability of admission. The next day (for safety net) look for yourself in the competition lists that are posted on the websites of universities.
It is better to clarify the total number of budget places in each university for each specialty of interest. It consists of the number of places allocated for the general competition + places for target students + places for preferential categories of applicants. Fix the total figure. Let, for example, it will be = 100.
On July 27, universities open competition lists, i.e. on this day, you can already see your place in the ranking, the competitive scores of other applicants, the number of originals submitted, the number of olympiads entering without entrance examinations. However, it is still too early to draw any concrete conclusions from this. At this stage, the competition lists provide only a general idea of the competitive environment.
On July 30, universities publish orders for the enrollment of target students, preferential categories of applicants, and Olympiads. Look at these orders and count how many people entered according to these documents. Let's say there are 30 people.
Determine how many budget places are actually left for the general competition. To do this, subtract 30 from 100, and thus it becomes clear that 70 budget places are left for applicants based on the results of the exam (conditional figures from our example are given).
See your place in the ranking. If this is a position from 1 to 70, with 99% certainty (1% for force majeure), we can say that if the originals are submitted on time (until August 3, inclusive), you will be credited to 1 wave.
In the period from July 30 to August 2, you closely observe the movement within the competition list for each university and specialty, in terms of determining the exact number of submitted originals. Lists on the websites of universities should be updated every day.
On August 2, in the evening, you finally decide where to carry the originals of the documents (in the event that they were not taken earlier). At the same time, take into account the fact that in the first wave of everything (taking into account target groups, beneficiaries, olympiads), up to 80% of all budgetary places can be filled (in our particular case, this is up to 80 places, and in the second only 20% ( in our case, this is 20 seats.) The criterion for making a final decision can be - the place in the rating, the number of originals handed over, the number of free seats remaining after the issuance of the enrollment orders published on July 30.
It should be borne in mind that the number of applicants who will keep the originals at home until the last may turn out to be large, and therefore, on August 3, there may be pandemonium among those who brought the originals in the selection committee. This naturally can radically change the entire competitive situation.
If you entered the 1st wave - congratulations! If this did not work out, continue to closely monitor the competition lists. At the same time, you mean that on August 3, orders will be issued on the enrollment of those applicants who entered the 1st wave. But this does not mean that all budget places that are reserved for wave 1 will be completely filled. It is possible that some of the seats will remain free, and, in this case, they will be transferred to the 2nd wave, i.e., in our case, they will be added to 20.
Everything will be clear on this issue as early as August 3 in the evening. You just need to look at the enrollment orders and count the number of accepted applicants. Next, make elementary arithmetic calculations and determine the exact number of budget places that will be played out in wave 2.
Then you can act according to the algorithm set out in clauses 8 - 9 with the only difference that the process of monitoring the competition lists is conducted from 4 to 5 August, and the final decision on the originals (if they have not yet been submitted) is made on the 5th in the evening, because on August 6 the last day of acceptance of documents, and on the 7th, orders for the enrollment of those applicants who entered the 2nd wave will already be published.
