On the federal portal of projects of regulations in December 2017, a draft order of the head of the FSB of Alexander Bortnikov on the creation of the National Coordination Center for Computer Incidents (NKTSKI) was published.

Powers to ensure the work of the GOSSOP

This legal act is consolidated for the FSB powers to ensure the work of the state system for detecting the prevention and elimination of the consequences of computer attacks (GOSSOPDA). The decree lists the tasks that the GOSPK must be performed. These include forecasting of the IB situation in the country, ensuring cooperation of telecom operators and owners of information resources in the field of cybersecurity, control of the protection of Russian information resources and the establishment of the causes of IB incidents.

In addition to directly ensuring and controlling the functioning of the GOSSOP, the FSB will deal with the formation and implementation of state scientific and technical policy in the field of combating cyberatics, as well as develop guidelines for their detection, prevention, to establish causes and elimination of consequences.

The Federal Security Service of the Russian Federation will receive extended authority to control the work of computer attack detection centers. The corresponding order of the President of the Russian Federation is published on the official portal of regulatory legal acts.
