In Yekaterinburg, an exemplary lawn equipped by a local businessman was destroyed. "Why is it clean in Europe, but not here?" In Yekaterinburg, a businessman for his own money broke a "European" lawn Lawn technology according to Swiss standards

The businessman Yuri Okunev, who equipped a "Swiss" lawn in Yekaterinburg for his own money, was invited to the Federal Ministry of Construction and Housing and Communal Services. The ideal lawn, which cost the entrepreneur only 50 thousand rubles, amazed the officials. Deputy Minister Andrei Chibis called the idea of the Urals resident "the most inspiring in recent years."

The owner of a dairy plant, Yuri Okunev, became famous among Internet users a few weeks ago, after videos of a brand new lawn in Yekaterinburg appeared on the network. The businessman made it at his own expense, having carefully studied Swiss technology, which allows you to completely rid the city of dirt. The plot of the "smart" lawn cost Okunev only 50 thousand rubles. He is confident that if the millions that allocate city budgets for lawns were used rationally, Russian cities would be much cleaner.

The story about the businessman was filmed by the site "Present Time". The video was sold in dozens of publications and blogs on the Internet, and the video was watched by several hundred thousand users.

The Yekaterinburg authorities took Okunev's initiative coolly, but the Federal Ministry of Construction and Housing and Communal Services got interested in his idea of "smart" lawns and clean streets. After a meeting with a Yekaterinburg resident, Deputy Minister Andrei Chibis called the Urals resident's idea "the most inspiring in recent years." He wrote on his Facebook page: "It's cool that this is not a one-time story, but a well-developed project that we agreed to replicate throughout the country."

Businessman Yuri Okunev also commented on his meeting with Chibis. “He looks at me like an alien who brought previously unknown technologies to Earth, everything seems to be simple, but no one in Russia does it. We agreed to amend federal SNIPs based on our lawn and the project. Tatarstan on November 1 for the heads of housing and communal services throughout Russia, "Okunev wrote on Facebook.

It took Yuri Okunev just over two weeks to bring the 50-square-meter lawn up to Swiss standards and cost 50 thousand rubles. The entrepreneur claims that he did not save money: he used expensive roll grass, beautiful gravel. He believes that the problem of dirty cities lies not only in the lack of standards, but also in the financial opacity of the improvement sphere.

At his lawn, Okunev is ready to put up a plate with a price list: 10 thousand - transport services, 60 meters of grass cover at 270 rubles per meter, 16 thousand - fence posts, and so on. The same clarity should be in every municipal order. Then the question will not arise why millions are allocated from the budget, and the streets are buried in mud.

Yuri Okunev has already begun to equip the second lawn in Yekaterinburg. He published a cry on social networks asking everyone to join him. About how it was, the site "Present Time" shot another video.

Entrepreneur Yuri Okunev arranged a European-style lawn in the center of Yekaterinburg. The new space is supposed to help save the city from mud. The businessman has already turned to the mayor of Yekaterinburg with a request to help distribute such objects throughout the city.

The lawn appeared at the intersection of Gogol - Malyshev. On his Facebook account, Okunev explained that he decided to fight the dirt in Yekaterinburg. "For a long time this problem haunted me, why is it clean in Europe, but we do not, especially in the off-season", -wrote he.

Apart from Okunev, students of the Architectural Academy worked on the project, reported 66.ru. The businessman told the publication that the lawn was designed according to the SNiP of the 1960s. It says that all curbs must be installed on concrete mortar to avoid gaps. Due to such waterproofing, water will stop flowing from the lawn. In addition, there is no clean soil on the lawn - according to Okunev, it also becomes a source of dirt during snowfall and melting.

All the work cost Okunev 50 thousand rubles, informs "Present time". This amount includes the design of the facility.

Okunev told TJ that he sent a letter to the mayor of Yekaterinburg Yevgeny Roizman with a request to help with the installation of similar lawns in other places. The businessman said that the official "promised any assistance, but so far there has been no reaction." When asked whether Okunev would continue to equip the territory for his own money, Okunev said that "this is the work of the municipality."

Urbanist Arkady Gershman in a conversation with "360" said that such lawns have been known for a long time. In his opinion, the problem is not in the creation of such facilities, but in their maintenance due to the lack of professionals and the lack of modern standards for landscaping.

Even if this lawn is preserved, but a typical maintenance organization will undertake its maintenance, then such a lawn will not live very long. Because there are not enough modern standards for landscaping, there is not enough qualified personnel. And without this, it is impossible to scale such projects.

Landscaping blogger Ilya Varlamov also claims that there is nothing revolutionary about Okunev's lawn. “These things have been written in textbooks for a long time. If you open any German book on landscaping a century ago, you will see exactly what the person has done in this small area, ”he said.

In his blog, Varlamov expressed admiration for Yuri's activities. “Yuri Okunev proved that you can not live in shit. It seems incredible! After all, before the problem of shit underfoot fought the best minds of the country! Economists, officials, designers have been trying for years to come up with a plan to save us from the mud! Poets, writers, artists tried to find the answer, where are the fools in our country from and why such bad roads. And no one succeeded. But Yuri did it, ”he wrote.

Employees of the Yekaterinburg Electric Grid Company destroyed a lawn near the intersection of Gogol and Malyshev streets, equipped by local entrepreneur Yuri Okunev. European standards... The lawn, on which Okunev had about 50 thousand rubles, was dug up to replace the damaged cable.

Workers of the Yekaterinburg Electric Grid Company dug up the land to restore communications. The pictures show that the volume of the area on which the work was unfolded was significant, in what condition the lawn will be after such an intervention is difficult to say. The power engineers themselves assure that after the excavations everything was restored:

To date, all measures for the repair of the power transmission line have been completed, the temporary improvement of the pedestrian zone has been carried out - the excavated soil has been removed, the trenches have been dug, - said the Yekaterinburg Electric Grid Company. - This improvement is a temporary winter solution, after thawing of the soil, the site will be landscaped in summer version... Note that all excavations associated with renovation works on cable power lines, are carried out on the basis of orders issued by the land committee. The timing of the restoration of the affected areas is under the control of the city administration.

The destroyed lawn Okunev together with students of the Architectural Academy on the Swiss model in September 2017.

In October of the same year, the businessman decided to equip a second lawn near the American consulate on the same Gogol Street. Five people responded to the call to help him then - two of them were journalists. The second lawn cost Okunev about 30 thousand rubles.

Okunev was at a reception in the Yekaterinburg administration. There he was praised, but they replied that they did not intend to take his proposal as a basis, because there are GOSTs and SNiPs (GOST - state standard, SNiP - building codes). “Everything is fine with us,” “we do everything according to the rules,” Okunev quotes the reaction of the mayor's office.

In Moscow, the businessman spoke with Andrei Chibis, the Deputy Minister of Construction of Russia, in charge of housing and communal services, about how to change the non-working SNiPs and GOSTs. “It's cool that this is not a one-time story, but a well-developed project that we agreed to replicate throughout the country,” Chibis wrote on his Facebook after meeting with Okunev.

Two designers helped Okunev to design the new lawn. One of them, Ilya Polyanskikh, explained that Soviet standards were last adjusted in 2011 and are already outdated.

“Strategically, it’s cheaper to do what we did, because it’s for a long time. We were guided by the European, Swiss SNiPs, which were adopted in 2014, and they are designed for 50 years without repair, ”says Polyanskikh.

His colleague Denis Akhmatov said that the city administration does not believe in the success of the project - according to officials, the lawn will not survive the winter. “We were assured in the administration that our site will be subject to very strong destruction, because the snow is shoveled to the side of the road and from the sidewalk. In our country, a lawn is a storehouse for snow in winter, ”Akhmatov said.

February 20, 13:22 IDGC of Urals claims that Yuri Okunev's lawn at the intersection of Gogol and Malyshev streets was not destroyed, and they promise to send his photographs in the spring. The company's statement was received by the editorial office of Varlamov.ru.
The specialists of JSC "EESK" (subsidiary of JSC "IDGC of Urals") carried out work to restore cable line power transmission on the sidewalk. Excavation was carried out along a residential building. The lawn did not enter the excavation zone, but was used by a team of specialists from JSC “EESK” for access of special equipment and placement of the necessary equipment.

Yesterday, measures to repair the power line were completed, the pedestrian zone was improved - the excavated soil was removed, the trenches were dug. This improvement is a temporary winter solution; after thawing of the soil, the site will be landscaped in the summer version.

We would like to emphasize that this issue is controlled by the management of IDGC of Urals, OJSC. The power engineers are in dialogue with the entrepreneur Yury Okunev, the author of the lawn improvement project in this pedestrian zone. With the onset of positive temperatures, power engineers will start restoring the lawn with the participation of florists, if during the thawing of the snow it turns out that special equipment has nevertheless violated the integrity of the landscape.
