Competitions are held all over the world, and ratings of cities and living conditions in them are annually compiled. Similar studies are also being carried out in Russia. Competitions are held for an objective assessment of the standard of living and an objective rating. All this is done in order to find out which city of Russia is better to live in.

The best city to live in

Not so long ago, a project was launched to study the quality of life of the population. Sociologists of the Financial University under the Government of Russia are conducting research in thirty-eight localities in order to rank the best cities based on living standards. For a qualitative assessment, it was decided to assign points calculated using coefficients. In doing so, three approaches to summing up are applied.

Where do they receive more, receive better treatment and teach?

The first approach assumes that the quality of life is, first of all, a high level of well-being of citizens who have equal access to education and quality medical services. Accordingly, to form the first coefficient, the following are measured:

  • level of material security;
  • provision of medical services that meet modern standards;
  • equal access to education, a real opportunity to get this education, and not just a document.

Calculations were made taking into account Rosstat data, which can be viewed on the official website. Also, a large number of surveys were conducted in order to obtain information on points of interest locally. An index is assigned to each indicator of the three studied, its weight is determined, and then the total value for the city is derived from the average sum of the three indexes.

Factors affecting the assessment

For example, the level of well-being was determined by such indicators as:

  • average monthly salary;
  • the possibility of purchasing a new car.

Moscow is undoubtedly the leader here by a wide margin, the incomes of its residents are incomparably greater than those of outsiders in Barnaul, Sevastopol and Volgograd. After Moscow comes Vladivostok, Krasnoyarsk and Yekaterinburg.

Medical services were assessed:

  • in relation to the number of deaths to the number of pensioners;
  • by how satisfied residents are with the quality of services;
  • by the number of people with low incomes using paid services.

Moscow is in the first place among all cities, followed by the second capital, St. Petersburg, then Naberezhnye Chelny and Tyumen. Togliatti, Irkutsk, Grozny and Sevastopol became anti-leaders.

The accessibility of education and its level were assessed by the following factors:

  • the number of children provided with places in kindergartens;
  • the level of salaries of employees of educational institutions in relation to the level of the average salary in the city;
  • the number of residents who are confident in a good level of education in their city.

The city of St. Petersburg took the first place in this indicator, followed by Tomsk, Tyumen and Chelyabinsk. At the bottom of the list are Lipetsk, Naberezhnye Chelny, Togliatti and Makhachkala.

According to the calculations, applying the first approach, we can conclude that the best city to live in Russia is Moscow, the rest are arranged in the following order:

Where are the best houses, roads and parks?

For the second approach, the factors influencing the convenience of life in a particular city were selected. How well it is landscaped, what is the quality of roads and footpaths, how often housing is renovated, and what is the condition of the housing stock. All these are important issues in our life. For effective assessment, these factors were also divided into three groups. Housing stock, landscaping and roads.

Calculations were carried out similarly to the previous approach, based on objective and subjective indicators.

Housing and communal services in cities and work to improve the quality of the housing stock was assessed by:

  • the number of dilapidated and dilapidated housing;
  • satisfaction of residents with the services provided by housing and communal services, and the condition of houses.

Here in the first positions were: Naberezhnye Chelny, Grozny, Tyumen and Moscow. The lowest quality of the housing stock and the low level of utility services were found in Samara, Saratov, Sevastopol and Makhachkala.

Only the votes of the surveyed residents influenced the assessment of the urban amenities. The largest number of satisfied people was in Grozny, Kazan, Tyumen and Naberezhnye Chelny. The most dissatisfied residents were in Tolyatti, Omsk, Volgograd and Makhachkala.

The biggest problem for Russia, according to the proverb, is the roads. This criterion was assessed by the number of transport routes that do not meet the standards, and by the number of residents who are satisfied with the road facilities of their city. The first places in the ranking were taken by the cities of Tyumen, Naberezhnye Chelny, Novokuznetsk and Grozny. The last places were taken by Omsk, Perm, Ryazan and Yaroslavl.

This is the most objective comparison, because it covers the entire geography of our country and is guided by a large number of criteria. The city of Saransk has become a multiple winner of the competition, as many as eight times. The cities of Khabarovsk and Novorossiysk won seven times. Tyumen, mentioned in the previous rating as the winner, won five times in the competition "The Most Comfortable City of Russia", as did Almetyevsk and Leninogorsk.

The purpose of the competition is to stimulate municipal authorities. As conceived by the organizer, local authorities should strive to improve the quality of life of the population. As a result of the competition, cities and towns will be identified that have succeeded most in this by reforming the housing sector, reducing losses and bringing the budget and the sphere of entrepreneurship to modern economic realities.

Which cities are involved?

More than 4,000 cities and urban-type settlements have taken part in the competition, held throughout the country. For convenience, a classification by category has been adopted.

During the first month of the year, participants in the competition submit a report on the work carried out by a specially formed commission, and during February the commission makes a decision and draws up a rating.

  • landscaping and ennobling the territory of the city;
  • take measures to cultivate the population and preserve the historical, cultural and natural heritage;
  • replace dilapidated engineering structures and keep them in good condition;

The competition also evaluates:

  • provision of car garages and parking lots;
  • the appearance of the city, compliance with the general style of new buildings;
  • completeness of the architectural composition of the facades;

Participants of the competition, who won the first, second and third prizes, are awarded commemorative diplomas and monetary awards. The funds received as a bonus are spent on the development of the city economy (90%) and on bonuses for employees of enterprises who have shown good results, which influenced the level of improvement. But the residents of Irkutsk are sure that the authorities of their city are the least corrupt of all. Only 11% believe in the venality of municipal structures.

9.Novosibirsk, Ufa

The capital of the Republic of Bashkortostan and the city of Novosibirsk are in ninth position. 86% of residents believe that these cities are generally comfortable to live in. Although Novosibirsk is the third largest city in Russia, Novosibirsk residents believe that it is sufficiently provided with housing (97%), while Ufa residents already estimate the pace of urban construction much lower (74%).

8. Yaroslavl, Barnaul, Krasnodar

The eighth place was shared by the ancient Russian city of Yaroslavl, the administrative center of the Altai Territory Barnaul and southern Krasnodar. Despite the difference in climate, 87% of Russians consider these cities to be comfortable for life. Krasnodar leads the ranking in terms of the volume of housing construction - the number of residents who believe that there is enough housing for everyone in the city reaches 98%. But the residents of Yaroslavl are not at all happy with the state of their houses and the level of work of housing and communal services - only 47% and 31%, respectively, rate them well. This is one of the lowest in the ranking.

7. Voronezh, Kemerovo

Residents of Voronezh and Kemerovo are equally satisfied with life in their cities - 89% of the respondents think that living in them is not bad at all. However, Kemerovo is clearly ahead of its neighbor in terms of improvement - 90% of Kemerovo residents rate it highly, while only 70% of Voronezh residents consider their city convenient for life. But as for

the quality of medical care, the residents of the city, along with the residents of Sevastopol and Vladivostok, are the least satisfied with it.

6. St. Petersburg, Penza

In sixth place are two cities as different as the “northern capital” and the regional center of Penza, whose residents assess their living standards in the same way - 90% are generally satisfied with them. Both the condition of their houses and the level of improvement in the city of Penza residents received approximately the same assessment - 73% and 72% believe that everything is not bad. But St. Petersburg residents believe that the housing stock needs to be improved (65% are satisfied with it), the level of improvement in the city, in their opinion, is quite high (82%), but the work of utilities lags behind - only 51% of respondents are satisfied with them. At the same time, the Northern Capital is one of the "second" cities in the world that deserve attention.

5. Orenburg, Tomsk

The fifth line in the ranking is shared by two cities - Orenburg and Tomsk, 91% of the local population are satisfied with the place of residence. Tomsk people believe that they can get a better education in their city - 96% of residents are proud of the work of their universities; this is the highest rate among other cities. At the same time, only 9% of residents believe that the city has a sufficient number of educational institutions. Most of all, residents suffer from the lack of sports schools and sections, as well as preschool institutions. More than a third of the respondents (34%) are not happy about their absence.

92% of the population are satisfied with their lives in the capital of the Chechen Republic. Residents of Grozny assess the condition of their houses higher than residents of other cities (79%), are proud of the level of amenities in Grozny (97%) and the condition highways(98%). But the work of the traffic police, in the opinion of the city's population, is generally beyond praise - 95% believe that they perform their duties perfectly. But Grozny residents especially stand out in terms of the indicator, which among the cities participating in the rating is very low - as many as 65% of residents believe that they can influence the city government. For comparison: only 42% of residents of Tyumen, a city that follows Grozny in this indicator, believe in such a possibility.

The only region of the Russian Federation, two cities from which entered the top 10 rating of Russian cities in terms of living standards in 2017, is the Republic of Tatarstan. Naberezhnye Chelny received a place in the rating largely due to the high assessment by residents of the work of housing and communal services - 72% of respondents are satisfied with it. This is the highest rate among the cities participating in the ranking. The residents of Chelny are also satisfied with the condition of their houses (76%), as well as the level of improvement of the city (90%), and the overall level of satisfaction is 95%.

Residents of Tyumen consider their city extremely favorable for life - now Tyumen ranks second in the 2017 ranking of the best cities in Russia for living with a population satisfaction indicator of 96%. 10 Orenburg

6 Chelyabinsk

    quality of service for housing and communal services;

    the level of cultural development and organization of leisure;

    medical service;

    availability and quality of education;

    transport connection: road condition, infrastructure development, etc .;

    the work of the authorities and the effectiveness of solving urban problems;

    corruption component.

10.Kemerovo

Kemerovo is on the tenth line of the rating of Russian cities for living - 90% of respondents are satisfied with life there. Many of them love the Voloshin Park, the embankment and the Park of Miracles. The watchmen note that for several decades Kemerovo was dangerous and dull. Today it is well-maintained - well-groomed parks, flower beds, original lighting of buildings, new neighborhoods, kindergartens and clinics.

And everything would be fine, only medicine in the 50th largest Russian city is clearly lame - only 31% of respondents are satisfied with it, although this is not the worst indicator in the country.

9.Voronezh

92% of Voronezh residents are happy to live in their hometown. They love to stroll along the Admiralteiskaya Embankment in the evenings or spend time in one of the many parks. Theaters and museums, a philharmonic society and a circus, all kinds of exhibitions and film screenings - there are plenty of opportunities to organize leisure. There are also swimming pools, a large stadium and an ice rink. It is natural that athletes from Voronezh often find themselves in the Russian Olympic team.

Popular love does not dry out, despite the fact that the quality of medical care is far from perfect (only 25% of satisfied patients leave Voronezh hospitals), and anti-corruption programs, apparently, are not working well in the city (41% rated the level of corruption as high) ...

8. Saint Petersburg

Residents of the northern capital are satisfied with their city no less than Voronezh residents (92%), but 43% of patients are already satisfied with the level of medical care. The cultural and educational spheres received the highest praise from Petersburgers, which, however, is not surprising - the status of the cultural capital obliges. But residents of St. Petersburg are least satisfied with their own power - only 46% spoke flatteringly about local officials, while 24% of respondents emphasized a high level of corruption.

However, in the opinion of visitors, such assessments are too harsh. How can you not love Peter with its endless squares and quiet benches, with its cozy cafes and measured life. There is no Moscow bustle here, and you can admire the richest historical heritage at least all your life.

7.Penza

Even when Penza residents are called Penzyuks, they are not too upset, because 96% of citizens like living in their beloved city. Half of the respondents are satisfied with transport and power, although the other part notes both broken roads and flourishing bribery.

The residents themselves do not hesitate to confess their love to Penza, calling it "the cleanest and most cultured" city. Penza is developing and being built up with new micro-districts, in which it will be better and more fun to live. They also say that in the city “everyone knows each other even before they meet” and that the nicest people live in it.

Only medicine becomes a drop of ointment in a barrel of honey. Only 37% of residents were able to receive adequate quality care from doctors.

6.Tomsk

Only 4% of respondents dislike living in Tomsk. Dissatisfied with the cultural sphere - 11%, but with medicine - as much as 64%. But Tomsk residents prefer to get education in their hometown, speaking flatteringly about local educational institutions in 96% of cases.

And transport works well here (48% of those who approved), and the authorities more or less cope with the tasks set, although they have only 48% of supporters. Corruption in the city is not allowed to flourish - only 19% of Tomsk residents discovered its manifestations.

And they love a pearl Western Siberia not only for the cheapest internet, but also for the special atmosphere created by numerous students. They, by the way, stir up interest in the main urban legends - secret dungeons and the figure of the mysterious old man Fyodor Kuzmich (a clever swindler or who became a hermit of Emperor Alexander I).

5.Orenburg

90% of Orenburg residents, wrapping themselves in downy shawls, enjoy life in their beloved city. The cultural environment looks quite decent against the background of most cities - 80% of residents are satisfied with its level.

One of the main attractions of Orenburg can be considered the bridge connecting Europe and Asia. Local residents love the beach on the banks of the Urals and the beautiful embankment. And many of them are surprised how the godforsaken southern border of Russia, being a place of exile for convicts, was able to become at first a large industrial center, giving thousands of jobs, and then to please with livability.

However, as in any other locality, Orenburg has enough shortcomings. Although only 26% of respondents were able to find fault with education, medicine and the authorities scored only 40% of commendable ratings. And something has to be done about corruption in the city, - 29% of the survey participants could not pass by it, but, as they say, Moscow was not built immediately.

4.Krasnodar

Krasnodar is on the fourth line of the rating of Russian cities in terms of comfort of living. Not only the majority of local residents (98%) are satisfied with it, but also many Russians who would like to change their place of residence. Negativeness is added by low-quality medicine (only 44% are satisfied with it) and corruption flourishing in a violent color (37%). But, despite this, the city manages to be both the industrial center of the south of Russia, and one of the most environmentally friendly and comfortable.

Because of a large number operating enterprises in Krasnodar have a very low unemployment rate, and if you consider that the city for the last five years has been confidently included in the chat of the most investment attractive for business, then in order not to find a job in it, you need to try very hard. And by the way, on average, each resident receives a salary of 35,000 rubles.

3.Naberezhnye Chelny

With a fairly high level of corruption (22%) and a very low quality of medicine (42%), 88% of the population of Naberezhnye Chelny manage to live happily ever after. Such patriotism brought the city to the third line of the national charts. But other indicators are not too high here: a little more than half (55%) are satisfied with the cultural component, 67% are satisfied with education, 70% with transport, and only 42% with power.

The residents themselves joke that their city is great for claustrophobes. It is very spacious on wide streets and modern highways, although some may find such a scale uncomfortable. They know how to have fun and bake the largest pies in Russia, and in general, they love to cook deliciously. There are many places for walking and recreation, for example, the local Arbat (Entuziastov Boulevard). It is clean, green and there are enough attractions that attract tourists.

2.Tyumen

Only 3% of citizens are dissatisfied with life in the first Siberian city of Russia - and this is almost an absolute record. The majority assure that Tyumen is the best city in the world! Residents like the level of culture (80%), and the quality of education (92%), and the work of transport (92%). And even the authorities' policy was supported by 79% of the respondents.

A beautiful embankment, new parks, microdistricts, developed infrastructure have turned the "capital of the villages" into a modern metropolis. And what is surprising: even those who are not indigenous Tyumen, having lived in the city for several years, become its fans.

Medicine has smeared the ideal portrait of the "better city" again. Although Tyumen residents tried not to lose face, but only 58% were able to give her marks “good” and “very good”.

1.Kazan

If you want to live in a fairy tale, come to Kazan. Or at least mingle with its hospitable people. They will tell you how good the capital of Tatarstan is (this is exactly what the overwhelming majority - 89% will do) and what a wonderful education you can get here (91%), having entered and graduated, for example, one of the oldest universities in the country.

The residents also like how the transport works smoothly (83%), and that many new roads are being built no worse than in Europe. And another 78% of the respondents noticed how the authorities tirelessly and blindly take care of every inhabitant, implementing various programs to improve the welfare of citizens.

So what if only 47% of the population are satisfied with the quality of medical care, and 19% of respondents had to face corruption. Do not get sick, stay away from power, and live happily for yourself! Apparently, the residents were guided by just such a motto, making their hometown one of the leaders in the rating of favorable cities in Russia for living.

Not enough love

Interestingly, in terms of the quality of life, Moscow was only able to rise to 20th place in the eyes of its residents, having received mediocre reviews in all respects. 83% of the respondents get perfect happiness from life in the Russian capital, the same number are satisfied with the cultural aspect, probably because both life itself and entertainment in the capital are not cheap. Medicine received high marks only from 42% of the respondents, but the achievements of the authorities were noted by 61% of the survey participants. Transport and education also received very high marks - 73 and 76%, respectively.

The closing five of the national top-25 looks like this:

    21st place - Saratov;

    22 - Chelyabinsk;

    23 - Togliatti;

    24 - Omsk;

    25 - Volgograd.

Note that the above-mentioned rating did not give priority to the environmental component. Otherwise, the ecologically clean cities of Russia for living would have made a completely different rating. For example, the one that was presented in the spring of 2018 by public organization Green Patrol.

Earlier, we talked about the worst cities in Russia to live according to the 2019 rating compiled by the Ministry of Natural Resources. Norilsk turned out to be the dirtiest, Lipetsk and Cherepovets were not much better, and Novokuznetsk and Nizhny Tagil round out the top five dirty towns. And by the way, Omsk, included in the list of the best cities to live in, was recognized as the 8th in terms of environmental pollution.

Note that the list of the Ministry of Natural Resources was compiled not according to the subjective assessments of residents, but according to scientific research and observations. In particular, such a key indicator as the quality of emissions and the content of harmful substances in air and water was measured. Popular charts are probably made more to develop a sense of patriotism, and how much to trust them, decide for yourself.
